FISCAL YEAR 2024 CoCBuilds NOTICE OF FUNDING OPPORTUNITY

The Tucson Pima Collaboration to End Homelessness administers the HUD Continuum of Care Program for Tucson/Pima County, Arizona.  This page contains information regarding the new, one-time Fiscal Year 2024 competition for Continuum of Care Program (CoC) CoCBuilds funding through the AZ-501 Tucson/Pima County Continuum of Care.

Background and Purpose

The U.S. Department of Housing and Urban Development announced the availability of $175M through the CoCBuilds program on Monday, July 22. These one-time awards, issued for the first time by HUD, fund new construction, acquisition, or rehabilitation of permanent supportive housing and enable communities to develop new units of rental housing with supportive services for people experiencing homelessness.

The CoCBuilds NOFO outlines additional CoC Program eligible activities and costs that may be included in project applications. Additionally, CoCs are encouraged to leverage funds provided for construction, acquisition, or rehabilitation of new PSH units with other funding sources to maximize the amount of housing that can be directed to meeting the needs of individuals and families experiencing homelessness.

HUD has established the following six goals for this competition: 

    1. Increase housing opportunities for people with high risk of levels of need. 
    2. Increase the supply of PSH units within the CoC geographic area. 
    3. Encourage coordination between housing providers, healthcare organizations, and social service providers.
    4. Ensure access to resources for projects to expand opportunities for new PSH units in States with populations less than 2.5 million. 
    5. Ensure new PSH units are conveniently located near local services; e.g. walking distance, near reliable transportation services, provide access to telehealth. 
    6. Affirmatively further fair housing by addressing barriers which perpetuate segregation, hinder access to areas of opportunity for protected class groups and concentrate affordable housing in under-resources areas.

August 1, 2024 – TPCH CoCBuilds NOFO released.

 

October 18, 2024 – Local project applications due to tpch@tucsonaz.gov.

 

November 4, 2024 – Review panel funding recommendations released.

 

November 7, 2024 – Final application selection and approval voted on by the CoC Board.

 

November 21, 2024 – Final project application(s) submitted to HUD by CoC Lead.
