    TPCH General Council Meets Today – 3PM

    The TPCH General Council will meet at the City of Tucson Community Resource Center (320 N. Commerce Park Loop, Tucson, AZ 85745 – Sentinel/Emily Nottingham Conference Center).  All TPCH members and community partners are invited to join us for presentations by the 2020 Census team and Pima County One-Stop Center, as well as a discussion of proposed changes to the TPCH Governance Charter.

    TPCH Postpones Coordinated Entry Referral Return Policy Implementation

    Earlier this month, TPCH published an announcement that the TPCH Board has directed the Homeless Management Information System (HMIS) Lead to return all referrals to Tucson/Pima County Coordinated Entry for which a Triage and Diversion Tool has not been completed or for which the results of the Triage and Diversion Tool do not indicate a referral to the Coordinated Entry System.

    Several community agencies have expressed concerns regarding the timing of this announcement and have requested additional time to train community assessors on the Triage and Diversion Tool requirements.

    The TPCH Board voted this week to delay the implementation of the Referral Return Policy until September 1, 2019.

    If your organization makes referrals to the Tucson/Pima County Coordinated Entry system and received a referral return notice in the past few days, your referral has since been accepted.  Referrals will continue to be accepted without the Triage and Diversion Tool until August 31, 2019.

    Please note that all assessors should complete the brief online Triage and Diversion Tool Training accessible through the Revelation Help Desk as soon as possible and begin using the Triage and Diversion Tool immediately.  Effective September 1, 2019, referrals submitted without the completed Triage and Diversion Tool or for which the Triage and Diversion Tool does not indicate a referral to Tucson/Pima County Coordinated Entry will be returned to the assessor and not placed on the housing priority list.

    2 CFR 200 Uniform Guidance Training for Federal Grantees (September 10 & 11, 2019)

    TPCH is pleased to announce that we will be bringing Thompson Grants to Tucson for a 2-day intensive on 2 CFR 200 Uniform Guidance requirements and best practices September 10-11, 2019.  This training is ideal for senior management including finance and procurement professionals, grant and contract managers, and senior program staff responsible for oversight of federal grant awards and subawards.  This training is recognized by the US Office of Management and Budget (OMB) as an eligible admin cost under many Federal grant programs.

    The training will be held at the Community Foundation for Southern Arizona’s Community Campus and facilitated by Thompson Grants expert, Cyndi MacKenzie.

    Training Cost: $395

    TPCH has sponsored one free seat for each CoC and ESG recipient and subrecipient agency in Pima County (recommended donation of $200 to the TPCH General Fund).

    2 Weeks Left – FY 2019 CoC Program Applications due August 21, 2019

    The Fiscal Year 2019 HUD Continuum of Care Program application deadline for Tucson/Pima County is just two weeks away.  All renewal and new project applications are due no later than 11:59pm Arizona time on August 21, 2019.

    SAAF Offers Free On-Site Training for Housing Providers Working with LGBTQ+ People Experiencing Homelessness

    Many thanks to Southern Arizona AIDS Foundation (SAAF) and everyone who attended last month’s Best Practices in Working with LGBTQ+ Training!  Several attendees expressed interest in hosting similar trainings for the staff at their agencies.

    Through the Lighthouse Project, SAAF is able to provide a variety of free trainings to help your team build professional competencies and inclusive cultures that honor and support the needs of LGBTQ+ individuals and families experiencing homelessness.  If you are interested in bring training to your agency, please email SAAF’s LGBTQ Capacity Building Manager, Catherine Moutray at cmoutray@saaf.org.

    HUD FY 2019 Continuum of Care Program NOFA Released

    The Notice of Funding Availability (NOFA) for the Fiscal Year 2019 Continuum of Care (CoC) Program Competition has been posted to the FY 2019 CoC Program Competition: Funding Availability page on the HUD Exchange. HUD has released New and Renewal Project Applications in e-snaps and has also released the Renewal Project Application Detailed Instructions.  New project application instructions have not yet been posted.  Once posted, they will be available under the Submitting Applications for Project Funding header at https://www.hudexchange.info/programs/e-snaps/.

    In the coming days and weeks, TPCH will be publishing key information regarding the NOFA at https://old.tpch.net/about/nofa-documents/fy-2019/.

    Specialized Housing and Services for Victims of Human Trafficking NOFA Released by HUD

    On July 2, 2019, HUD released the Specialized Housing and Services for Victims of Human Trafficking Notice of Funding Availability (NOFA).  Applications are due October 30, 2019.

    Through the funds available under this NOFA, HUD’s Office of Special Needs Assistance Programs (SNAPS) and the U.S. Department of Justice (DOJ) Office for Victims of Crimes (OVC) are promoting collaboration between Continuums of Care (CoCs) funded by HUD and organizations funded by DOJ to address the housing and service needs of victims of human trafficking. This NOFA promotes trauma-informed, victim-centered services, including in tribal areas. Organizations awarded funds through this NOFA are expected to work with other organizations within the CoC’s geographic area to train service providers on how to identify victims of human trafficking and connect these victims to appropriate housing. SNAPS and OVC plan to identify best practices for addressing this population that may assist in framing future funding opportunities for victims of human trafficking.

    Out of Reach – The Affordable Housing Gap

    National Low Income Housing Coalition releases 30th anniversary edition of report on affordable housing shortfalls in the United States

    The recently released report illustrates that rental housing continues to be out of reach for millions of low-wage workers and other extremely low-income renters. On average, a full-time worker in the U.S. mustearn $22.96 per hour to afford a modest two-bedroom apartment at thefair market rent and $18.65 for a modest one-bedroom apartment. In nine states and the District of Columbia, full-time workers need toearn more than $25.00 per hour for a modest two-bedroom apartment.

    Mental Health First Aid for Veterans Training – July 12, 2019

     

    Online SOAR Training Available


    The CoC NOFA is coming- this is a great time to confirm that your agency has staff members trained in SOAR and ready to help individuals with disabilities who are experiencing homelessness apply for and receive SSI/SSDI benefits for which they may be eligible. 
    The SOAR Online Course is a free self-paced 7 class series (appx. 20 hours) which trains case managers to assist individuals who are experiencing or at risk of homelessness and have a mental illness, medical impairment, and/or a co-occurring substance use disorder to apply for the Social Security Administration’s (SSA) disability programs: Supplemental Security Income (SSI) and Social Security Disability Insurance (SSDI). The techniques taught in this course can improve the quality and completeness of any application for SSI/SSDI. Individuals who complete the course are encouraged to use what they learn to improve SSI/SSDI applications for themselves or others.

    Emergency shelter and other temporary accommodations are the critical front line of communities’ responses to homelessness, helping all people who seek it meet basic survival needs for shelter, food, clothing, and personal hygiene, while also helping them resolve crises and swiftly secure permanent housing opportunities. These resources can help you make sure your shelters are working effectively to make connections to permanent housing.

    Chapin Hall Brief Outlines Missed Opportunities to Help Youth


    New research-to-impact brief released by Chapin Hall at the University of Chicago  focuses focuses on youth pathways through homelessness.

    Finding 1. Young people link the beginning of their homelessness to early family instability and disruptions of home including entrance into foster care and family homelessness

    Finding 2. Young people name multilevel factors—critical conditions—that shaped how pathways through homelessness unfolded

    Finding 3. Youth’s pathwaysthrough homelessness reflect geographic mobility and fluidity insleeping arrangements

    Finding 4. Youth pathways through homelessness are alsocharacterized by significantpersonal losses; 35% of youth experienced the death of at least one parent or primary caregiver.

    HMIS DROP-IN SUPPORT HOURS

    The Pima County HMIS team is continuing to offer Drop-In Support for HMIS Users semi-monthly.  These Drop-In Support Hours (office hours) are opportunities for HMIS Users to meet as a peer group with HMIS Lead staff and discuss user challenges, questions, and training needs.

    Board terms revised, email nominations by March 31

    The TPCH General Council, at its March 12, 2019 special meeting, passed two motions updating our Continuum of Care’s operations and structure. They were:

    ·  The City of Tucson will become the CoC’s new Collaborative Applicant on an appropriate date as determined by a collaborative transition plan.

    ·  Article VI of the TPCH Governance Charter is amended to include a maximum of 27 Board members (21 elected) with three-year terms, align the representation more closely with CoC program requirements, and ensure that no more than one-third of elected Board members’ terms end in any single future year. A lottery will determine terms’
    end dates.

    Banner & Bombas aid homeless March 31

    Banner University Medical Center and Bombas Socks will aid people without permanent housing and other underserved people Sunday, March 31, 10:00 am to 12:00 pm (noon) at their South Campus, 2800 E. Ajo Way in front of the Behavioral Health Pavilion.

    The Connecting the Community event will serve breakfast burritos and beverages, and offer free: haircuts; first aid kits; sunscreen, hand sanitizer, dog food; diabetes education; diabetic foot screenings; and help signing up for AHCCCS. See and post the attached flyer.

    General Council meets March 12 about City CA letter of intent
    Prepare to cast your agency’s vote!
    Collaborative Applicant (CA) staff earlier this week emailed TPCH members a reminder of – and background materials for – a Special TPCH General Council on March 12, 3:00 pm, at the Pima County Housing Center.

    If you did not receive this email, email tpch@communitypartnersinc.org immediately to request a copy. Copies will be emailed through 5 pm Monday, March 11 and available in print at the meeting.

    There are two very important main topics.

    • How should TPCH proceed (with FY 2019 Continuum of Care Notice of Funding and a CA) in response to the City of Tucson Letter of Intent and subsequent Questions and Answers in response to our request for information for entities wishing to be our new CA?
    • Should TPCH adopt a new, more inclusive but streamlined Board structure that replaces one-third (instead of half) of voting Board members each year?
    Please review the forwarded materials carefully, discuss with your leaders, and come prepared to discuss these questions and cast your agency’s vote!

    TPCH needs your leadership!
    Nominate committee leaders, directors now!
    Despite our shivering, spring and TPCH elections are coming! Our Continuum of Care (CoC) elects committee and subcommittee chairs and vice chairs each April and approximately half of TPCH Board of Directors members each May. If you’re willing to lead – or wish to name someone who is, here’s what happens and how to participate.

    Committee elections
    TPCH’s Governance Charter requires that committees – and subcommittees – elect each April a chair and vice chair for the next July 1-June 30 year. These officers serve one-year terms. Each may serve two (2) consecutive terms, and then must wait out a year before again leading the same committee.
    Each committee’s member should:
    • Nominate committee chairs and vice chairs at meetings in March. (Can’t attend? Nominate through the email list serve.)
    • Elect chairs and vice chairs in April.
    • Announce at the May TPCH General Council Annual Meeting who will be your committee’s leaders beginning July 1, 2019.

    Board elections
    TPCH Board members are elected at the May TPCH General Council Annual Meeting. This year it is on May 9, 3-4:30 pm, in the Sabino-Rillito Rooms of the Emily Nottingham (Sentinel) Building, 320 N. Commerce Park Loop.

    TPCH last year did not specify term expiration dates when it increased Board positions. Therefore, TPCH’s Governance and Planning (G&P) Committee is perfecting a system to stagger term expiration dates.

    Meanwhile, any TPCH member may nominate potential directors by submitting the candidate’s name to the Treasurer and the Governance & Planning Committee chair by March 31 each year.

    HUD renews TPCH planning funds
    Total FY 2018 award = $8.6 million

    The U.S. Department of Housing and Urban Development (HUD) announced its final FY 2018 Continuum of Care Homeless Assistance Grants on February 6, 2019, including renewed $250,049 in planning funds for TPCH.     TPCH received no new or bonus projects.

    Members of TPCH will elect 2019-2020 committee chairs in April and elect or reelect 2019-2020 Board members in May. Here’s what to do.
    Committees. Nominate committee chairs and vice chairs at committee meetings in March. Elect the new officers in April for one-year terms to begin July 1; then announce election results at the May 9 General Council Annual Meeting.
    Board of Directors. Any voting member may nominate a candidate to the Board slate by submitting the candidate’s name to the Treasurer (Linda Kot, lkot@primavera.org) and the Governance & Planning (G&P) Committee chair (Steven Nelson, steve.nelson@pima.gov) by March 31. The G&P Committee recommends the slate to the General Council.
    TPCH’s voting membership then elect or re-elect directors (if a director is eligible to be re-elected) at the May 9 annual meeting. The 2019-2020 Board elects a Chair, Vice Chair and Treasurer for one-year terms from among all directors at their first meeting (in July).

    Free ‘I.D.’ for homeless Vets

    Tucson Veterans Stand Down set March 13-15
    Tucson Veterans Serving Veterans (TVSV) will provide a wide array of services for all veterans – and respite housing at the Grand Luxe Hotel, 1365 Grant Road, Tucson for homeless veterans only –March 13-15, 2019.

    The United Way of Tucson and Southern Arizona provides free tax assistance for people with an annual income of $66,000 or less through Volunteers in Tax Assistance, or VITA.
