    Rescheduled: The Coordinated Entry Transfer Process webinar originally scheduled for June 17 has been rescheduled and will now occur on June 23 with additional information about the HUD Emergency Housing Voucher project which will launch on July 1, 2021.

    HUD has released 202 Emergency Housing Vouchers for people experiencing homelessness and/or moving on from supportive housing projects in Tucson and throughout Pima County.  The use of these vouchers will require that organizations providing housing assistance through safe haven, transitional housing, rapid rehousing, and permanent supportive housing projects use the TPCH Coordinated Entry Transfer Process, approved in April 2021, to refer eligible households to a voucher or more intensive service program.Join us at 1pm on June 23 for an information-packed 2-hour webinar in which staff from the City of Tucson and Pima County will provide:- An overview of the Emergency Housing Voucher project, priority populations, and the role each TPCH members can play in providing permanent housing vouchers for 200+ households within the next four months.

    – A review of the TPCH Coordinated Entry Project Transfer Policy and Process.  This process can be used by TPCH housing agencies to initiate transfers of project participants between projects and project types, and is required to initiate a move-on transfer to an Emergency Housing Voucher from safe haven, transitional housing, rapid rehousing, and permanent supportive housing projects.

    – A review of the chronic homelessness verification process which is completed within the Homeless Management Information System and is required of projects requesting a transfer of a participant to permanent supportive housing.

    National research suggests that as many as one in three transgender people experience homelessness at some point in their lifetime (US Transgender Survey, 2015).  Despite their disproportionately high rates of homelessness, homeless services and supports are often under-prepared to understand and provide safe, gender-affirming services and support for transgender, non-binary, and other gender diverse people.

    Join TPCH and Southern Arizona Gender Alliance (SAGA) for Trans Comprehension 201.  This is the final training of a two-part series on gender comprehension and gender-affirming responses to homelessness to be provided by TPCH and SAGA this year.

    During this 90-minute training, participants will spend time examining internal biases, stories, and statistics, commonly taught and harmful falsities, and the weight they hold in society. Participants will begin developing strategies to more wholly and responsibly support gender diverse people experiencing homelessness and leave with a framework for implementing change within their organization.

    This training is excellent for staff and volunteers of all levels working in programs that touch or impact people experiencing homelessness.

    TPCH Continuum of Care Board announces call for Board and Committee Applications

    Applications due Wednesday, June 9, 2021

     The TPCH Governance Charter permits the Continuum of Care Board to appoint representatives to fill mid-term vacancies on the TPCH CoC Board and Committees.  There are currently several vacant CoC Board and Committee seats.  Persons appointed to these vacancies will begin their service in July 2021 and fill the remainder of the current term ending June 30, 2022.  At the end of the current term, appointees will be eligible for re-election by the TPCH voting membership for up two additional two-year terms.

    The CoC Board especially encourages applications from persons with lived experience of homelessness, LGBTQ+ persons, and Black, Indigenous and People of Color. Interested persons should complete the online application form using the links provided below.

    COC BOARD VACANCIES

    2 seats available for persons with lived experience of homelessness within past five years.  Applications submitted by persons without lived experience of homelessness in the past five years will not be considered.

    COMMITTEE VACANCIES

    Committee seats reserved for persons with lived experience of homelessness may be filled by persons with any form of lived experience as self-identified by the applicant which may include, but is not limited to, unaccompanied youth homelessness, doubled up experiences, prior eviction, and/or participation in homeless or public housing/Section 8 programs at any point in the applicant’s lifetime.

    HMIS Committee: 2 seats available, 1 of which is reserved for persons with lived experience of homelessness. Ideal candidates have experience with the Homeless Management Information System, data analysis, and/or data governance.

    Coordinated Entry Committee: 4 seats available, 2 of which are reserved for persons with lived experience of homelessness. Ideal candidates have experience with the Coordinated Entry system as a consumer, HMIS Administrator, access point, and/or project accepting referrals.

    Diversity, Equity, and Inclusion Committee: 3 seats available (may be filled by persons with or without lived experience of homelessness. Ideal candidates have a demonstrated commitment to racial equity, LGBTQ+ inclusion, and citizenship/immigration issues, as well as experience with data analysis, policy development, and community change initiatives.

    Continuum of Care Program Grant Committee: 3 seats available, 1 of which is reserved for persons with lived experience of homelessness. Not more than 1 seat will be filled by persons representing organizations that receive CoC Program funding. Ideal candidates have an understanding of the CoC program and experience with data analysis, funding competitions, and program evaluation.

    System Performance Evaluation Committee: 2 seats available (may be filled by persons with or without lived experience of homelessness).  Ideal candidates have experience with data analysis, community change initiatives, and evaluation.

    On May 26, 2021, the City of Tucson released a Request for Letters of Interest from eligible non-profit agencies with capacity and experience to operate summer heat relief day services for people experiencing homelessness through Federal CARES Act allocations awarded through the HUD Community Development Block Grant program.

    New Resource for TPCH Members! 

    We are excited to announce the launch of the TPCH Online Training Center.  This e-learning platform includes more than 30 on-demand webinars and training modules related to housing and homelessness and is provided as a free resource to TPCH member agencies.  Over the coming months, we will continue to add training topics of interest to our members.

    We encourage you to check out the training center by following the link above or visiting www.tpch.net and selecting E-Learning at the top of our homepage.  In order to access online training content, users will need to register by providing their name, email, and the TPCH member organization with which they are affiliated.  Accounts will be activated within 2-3 business days of registration and upon verification of the organization’s TPCH membership.

    Adding a data lens to your organization’s toolkit has the potential to act as a catalyst for informed change. However, these efforts must be intentional and run deeply within an organization. This can be a challenge when terms like “data” and “evaluation” are being used so frequently (sometimes missing the necessary intention) and without much clarity as to where you should start!

    This workshop will begin by establishing the WHY for being a data-informed organization and conclude by providing you with foundational tools for cultivating a culture of inquiry using data. We will also discuss the funder-grantee dynamic, and how alignment is needed to build capacity for these efforts. Our holistic approach prioritizes key partnerships and stakeholders, sustainability of efforts, and the thoughtful use of data.

    Confused about indirect costs and how to charge them, including the use of the recent de minimus option? HUD’s Office of Special Needs Assistance Programs (SNAPS) has released the Indirect Cost Toolkit for CoC and ESG Programs technical assistance product!

    During this TPCH webinar, recipients and sub-recipients for Continuum of Care (CoC)—including Youth Homelessness Demonstration Program (YHDP)—and Emergency Solutions Grants (ESG) programs can learn about indirect costs under 2 CFR 200 and how to calculate, allocate, and charge them based on HUD’s recently released guidance.

    This training is excellent for organizational management, finance, and grants staff at organizations providing services through HUD’s Continuum of Care Program, Emergency Solutions Grant Program, Domestic Violence Bonus Program, and Youth Homelessness Demonstration Project.
