    Request for Qualifications to Accept FY18 CoC Grant Transfers

    The Tucson Pima Collaboration to End Homelessness (TPCH) is seeking one or more new recipient(s) for three CoC-funded Permanent Supportive Housing (PSH) projects. This Request for Qualifications process is the means by potential recipient(s) will be identified.  Responses will be reviewed by a selection panel which will make recommendations to the TPCH Board for approval. TPCH’s selection is subject to HUD approval.

    Letters of interest and qualification in response to this solicitation must be submitted to tpch@tucsonaz.gov on or before October 10, 2019 (1pm, Arizona Time).

    Background

    The following CoC Permanent Supportive Housing project grants are being voluntarily relinquished by the current grant recipient:

    • Solitude PSH: CODAC, Inc. is voluntarily relinquishing the Solitude PSH project effective November 30, 2019. There is one year of funding remaining on the project and a new recipient is sought to administer the project from December 1, 2019-November 30, 2020. This grant was reallocated during the FY 2019 Continuum of Care funding competition and renewal funds will not be available after November 30, 2020.
    • Enhanced Supportive Housing Program PSH: CODAC, Inc. is voluntarily relinquishing the Enhanced Supportive Housing Program PSH project effective December 31, 2019. There is one year of funding remaining on the project and a new recipient is sought to administer the project from January 1, 2020-December 31, 2020. This grant was reallocated during the FY 2019 Continuum of Care funding competition and renewal funds will not be available after December 31, 2020.
    • Lifeworks PSH: COPE Community Services seeks to transfer or subaward delivery of services through the LifeWorks Permanent Supportive Housing Project effective as soon as possible. This project begins its final 12-month grant term on October 1, 2019 and will expire on September 30, 2020. This grant was reallocated during the FY 2019 Continuum of Care funding competition and renewal funds will not be available after September 30, 2020.  Because the project year will begin prior to the submission deadline for transfer requests, TPCH has initiated an inquiry with HUD to determine the allowability of a mid-year transfer. If a mid-year transfer is unallowable or poses undue burden on participants, the current recipient, and the selected transfer recipient; project funds may be transferred to the selected recipient through a subrecipient agreement with the current grantee. The final approach will be determined collectively by COPE Community Services, the selected transfer/subaward recipient, and the CoC based on HUD guidance.

    New Rapid Rehousing and Permanent Supportive Housing Project Applications Selected for Submission to HUD

    TPCH has selected four new project applications for rapid rehousing and permanent supportive housing which will be included in this year’s Continuum of Care Program application to the U.S. Department of Housing & Urban Development through reallocation, CoC Bonus, and DV Bonus opportunities. The selected projects include:

    Our Family Services – Home Again RRH Expansion ($208,358 – reallocation funding)

    Community Bridges, Inc. – CBI Tucson PSH Project ($208,357 – reallocation funding, $208,358 CoC Bonus)

    Pima County – Project Advent RRH Expansion ($208,357 CoC Bonus)

    Emerge! Center Against Domestic Abuse – Supporting Survivors of Domestic Abuse through RRH ($205,628 – DV Bonus)

    TPCH Selected for HUD Youth Homelessness Demonstration Program & A Way Home America Grand Challenge!

    TPCH has been selected to participate in two incredible initiatives to end youth homelessness! As we previously communicated, we were selected as one of 23 communities across the nation to participate in Round 3 of the Youth Homelessness Demonstration Program. Local organizations will receive a total of $4.558M over the next two years to launch innovative housing solutions addressing youth homelessness throughout Pima County. This initiative will be led by Our Family Services and the TPCH Youth Action Committee in partnership with the City of Tucson.

    Earlier this week, A Way Home America also announced that we are one of 10 communities selected to participate in the A Way Home America Grand Challenge! Through this initiative, TPCH will receive two years of intensive technical assistance and support to advance efforts to prevent and end youth homelessness among disparately impacted LGBTQ+ youth and youth of color. This initiative will be led by the University of Arizona Southwest Institute for Research on Women and the TPCH Youth Action Committee in partnership with Our Family Services, Youth On Their Own, the City of Tucson, and Pima County Sullivan Jackson Employment Center.

    City of Tucson and Pima County to Host Consolidated Planning Forums

    The City of Tucson and Pima County invite all TPCH members and community stakeholders to participate in a series of consolidated planning forums related to housing and homelessness. Each forum will include a panel discussion of existing community infrastructure, gaps, and needs with opportunities to provide community input into the Joint City/County Consolidated Plan which will be submitted to HUD and used to guide Federal and local strategies and funding investments over the next 5 years.

    Low‐barrier shelter and housing accept people as they are and provide a safe place for those who may have no other options. The nonprofit and private sectors have implemented successful approaches to low‐barrier shelter and housing, yet expanding low‐barrier shelter and housing availability remains a challenge.

    1:00pm – Homelessness Prevention & Housing Stability for Vulnerable Populations
    City of Tucson – 320 N. Commerce Park Loop

    There are many pathways into and out of homelessness. While people experiencing homelessness share the common problem of a lack of access to safe, decent affordable housing, service providers are increasingly recognizing that understanding the distinct challenges of youth, previously‐incarcerated people, and very‐low income households can help to ensure the appropriate supports and services are provided.

    3:00pm – Preventing Repeat Homelessness

    New research, innovation, and best practices have all contributed to reducing homelessness, yet many once homeless individuals find themselves re‐experiencing homelessness after a period of housing stability. The health, justice, child protection, and systems all play a major role in housing stability and taking joint responsibility to work together can help reduce repeat homelessness.

    Mixed‐income and workforce housing approaches can help to get additional permanently‐affordable units built, ensure high‐quality housing, and de-concentrate poverty. Yet mixed‐income development is complex, presents unique risks, and may ultimately house fewer low‐income families. Community context, the local housing market, financing options, whether to develop for rental or ownership, and who will be served are essential considerations.

    Anchor institutions such as hospitals, universities, corporations and large nonprofits play a pivotal role in employing people at multiple employment levels, improving schools, and supporting civic, cultural and business opportunities.     TPCH Board Approves Performance Standards for Emergency Solutions Grant Recipients & Subrecipients

    At its August 2019 meeting, the TPCH Board approved new performance standards for all Emergency Solutions Grant program components. Consistent with the CoC and ESG Performance Evaluation and Monitoring Policy, the HMIS Lead will report performance of all ESG-funded projects operating in Pima County to the CoC and to the region’s three ESG recipients (City of Tucson HCD, Pima County CDNC, Arizona Department of Economic Security) quarterly. The TPCH Performance Evaluation and Monitoring Committee will review performance reports and collaborate with ESG recipietns and subrecipients to implement opportunities to strengthen project and system performance through capacity-building and technical assistance offerings throughout the year.

    TPCH Board Approves CoC Project Reallocation Policy

    The TPCH Board has approved a formal policy to guide CoC project reallocation. The new policy will affect renewal projects in the Fiscal Year 2020 CoC Program Competition and later. This policy, which was adopted by the Board at its August 27 meeting, replaces the current Involuntary Reallocation as a Result of Underspending Policy and outlines policies and procedures for both voluntary and involuntary reallocation as a result of project performance, spending, financial and management capacity, and community needs.

    Save the Date: TPCH to Host Community Dialogue and Learning Sessions on Race, Gender, and Economic Disparity

    January 6 & 7, 2019

    This January, TPCH will partner with Our Family Services’ Center for Community Dialogue and Training and the National Association for Community Mediation to host a 2-day work session on conflict management and restorative justice practices as they relate to our work to address racial, gender, and economic disparity in housing and services for people experiencing homelessness.

    This is an important next step in our current work to analyze and address disparities within our housing system and a fantastic opportunity for our coalition to build skills in conflict resolution, negotiation, and restorative justice practices that can be used in each of our organizations as well as in our collaborative activities as part of TPCH.     TPCH General Council Meets Today – 3PM

    The TPCH General Council will meet at the City of Tucson Community Resource Center (320 N. Commerce Park Loop, Tucson, AZ 85745 – Sentinel/Emily Nottingham Conference Center).  All TPCH members and community partners are invited to join us for presentations by the 2020 Census team and Pima County One-Stop Center, as well as a discussion of proposed changes to the TPCH Governance Charter.

    TPCH Postpones Coordinated Entry Referral Return Policy Implementation

    Earlier this month, TPCH published an announcement that the TPCH Board has directed the Homeless Management Information System (HMIS) Lead to return all referrals to Tucson/Pima County Coordinated Entry for which a Triage and Diversion Tool has not been completed or for which the results of the Triage and Diversion Tool do not indicate a referral to the Coordinated Entry System.

    Several community agencies have expressed concerns regarding the timing of this announcement and have requested additional time to train community assessors on the Triage and Diversion Tool requirements.

    The TPCH Board voted this week to delay the implementation of the Referral Return Policy until September 1, 2019.

    If your organization makes referrals to the Tucson/Pima County Coordinated Entry system and received a referral return notice in the past few days, your referral has since been accepted.  Referrals will continue to be accepted without the Triage and Diversion Tool until August 31, 2019.

    Please note that all assessors should complete the brief online Triage and Diversion Tool Training accessible through the Revelation Help Desk as soon as possible and begin using the Triage and Diversion Tool immediately.  Effective September 1, 2019, referrals submitted without the completed Triage and Diversion Tool or for which the Triage and Diversion Tool does not indicate a referral to Tucson/Pima County Coordinated Entry will be returned to the assessor and not placed on the housing priority list.

    2 CFR 200 Uniform Guidance Training for Federal Grantees (September 10 & 11, 2019)

    TPCH is pleased to announce that we will be bringing Thompson Grants to Tucson for a 2-day intensive on 2 CFR 200 Uniform Guidance requirements and best practices September 10-11, 2019.  This training is ideal for senior management including finance and procurement professionals, grant and contract managers, and senior program staff responsible for oversight of federal grant awards and subawards.  This training is recognized by the US Office of Management and Budget (OMB) as an eligible admin cost under many Federal grant programs.

    The training will be held at the Community Foundation for Southern Arizona’s Community Campus and facilitated by Thompson Grants expert, Cyndi MacKenzie.

    Training Cost: $395

    TPCH has sponsored one free seat for each CoC and ESG recipient and subrecipient agency in Pima County (recommended donation of $200 to the TPCH General Fund).

    SAAF Offers Free On-Site Training for Housing Providers Working with LGBTQ+ People Experiencing Homelessness

    Many thanks to Southern Arizona AIDS Foundation (SAAF) and everyone who attended last month’s Best Practices in Working with LGBTQ+ Training!  Several attendees expressed interest in hosting similar trainings for the staff at their agencies.

    Through the Lighthouse Project, SAAF is able to provide a variety of free trainings to help your team build professional competencies and inclusive cultures that honor and support the needs of LGBTQ+ individuals and families experiencing homelessness.  If you are interested in bring training to your agency, please email SAAF’s LGBTQ Capacity Building Manager, Catherine Moutray at cmoutray@saaf.org.

    HUD FY 2019 Continuum of Care Program NOFA Released

    The Notice of Funding Availability (NOFA) for the Fiscal Year 2019 Continuum of Care (CoC) Program Competition has been posted to the FY 2019 CoC Program Competition: Funding Availability page on the HUD Exchange. HUD has released New and Renewal Project Applications in e-snaps and has also released the Renewal Project Application Detailed Instructions.  New project application instructions have not yet been posted.  Once posted, they will be available under the Submitting Applications for Project Funding header at https://www.hudexchange.info/programs/e-snaps/.

    In the coming days and weeks, TPCH will be publishing key information regarding the NOFA at https://old.tpch.net/about/nofa-documents/fy-2019/.

    Specialized Housing and Services for Victims of Human Trafficking NOFA Released by HUD

    On July 2, 2019, HUD released the Specialized Housing and Services for Victims of Human Trafficking Notice of Funding Availability (NOFA).  Applications are due October 30, 2019.

    Through the funds available under this NOFA, HUD’s Office of Special Needs Assistance Programs (SNAPS) and the U.S. Department of Justice (DOJ) Office for Victims of Crimes (OVC) are promoting collaboration between Continuums of Care (CoCs) funded by HUD and organizations funded by DOJ to address the housing and service needs of victims of human trafficking. This NOFA promotes trauma-informed, victim-centered services, including in tribal areas. Organizations awarded funds through this NOFA are expected to work with other organizations within the CoC’s geographic area to train service providers on how to identify victims of human trafficking and connect these victims to appropriate housing. SNAPS and OVC plan to identify best practices for addressing this population that may assist in framing future funding opportunities for victims of human trafficking.

This two-day training, spanning the entire grants lifecycle, will help your team learn how to successfully manage federal grants in compliance with 2 CFR 200 Uniform Guidance.  Participants will benefit from clear instruction on the most complex and potentially confusing guidance and regulations issued by the Office of Management and Budget (OMB), Government Accountability Office (GAO), Treasury and all federal grant-making agencies, so you can take the steps needed to stay in compliance with the complicated, detailed rules that govern federal funding.

    This training is intended for finance, grant and contract management, and senior program staff with responsibility for federal grant oversight.  Discounted seats will be reserved for Continuum of Care recipients and Emergency Solutions Grant subrecipients.  Space is limited so watch for further details and sign up fast.

    Tucson Pima Collaboration to End Homelessness and Our Family Services Release Strategic Plan, Local Reports on Youth Homelessness, June 2019

    The TPCH Youth Action Committee and Homeless Youth Subcommittee teamed up with Our Family Services and local researchers and housing experts at LeCroy & Milligan Associates and OrgCode Consulting to conduct an in-depth assessment of the status of youth homelessness in Pima County.  The research shows tremendous need for additional housing, particularly emergency shelter and rapid rehousing services designed for and targeted to youth, and lays out a multi-year plan to prevent and end youth homelessness in the region.

    TPCH would like to thank Our Family Services for their leadership on this project and to acknowledge the dozens of local youth-serving organizations, education agencies, employment resources, health and behavioral healthcare providers, government entities, and community members who contributed to this effort.  Most importantly, we wish to thank the extraordinary youth and young adults experiencing homelessness and housing instability who shared their experiences with us.

    Together, we can end youth homelessness in Pima County.

    learn to identify common terms and definitions related to LGBTQ identities

    explore how stigma and discrimination impact health and outcomes for LGBTQ people

    build capacity to provide inclusive, affirming services for LGBTQ communities
