    SAVE THE DATE – RACIAL EQUITY TRAINING SERIES

    Save the Date – TPCH Racial Equity Training Series begins in September.

    C4 Innovations’ Racial Equity Initiatives team will lead a four-session Race Equity 101 training focused on the intersection of racism and homelessness for TPCH members. The virtual training will be led by Regina Cannon to establish a baseline understanding of the connections between racism and homelessness, increase skills to initiate productive conversations about race, and provide concrete tools for implementing anti-racism conversations in homeless service agencies. This training is sequential and is structured to build upon competencies learned from each session. It is highly encouraged that participants commit to attending and participating in all four training sessions.

    Session 1 (September 17, 10AM-12PM): Participants will engage in level setting and become more familiar with understanding race equity, anti-racism language and concepts. This session will also provide a historical context of housing stability and homelessness in the US.

    Session 2 (September 24, 10AM-12PM: Participants will explore different levels of racism and learn how those levels of racism show up throughout the homelessness response system.

    Session 3 (October 1, 10AM-12PM): This session introduces the courageous conversations protocol. Participants will practice having courageous conversations as it relates to implicit and explicit racial bias in the homelessness response system.

    Session 4 (October 8, 10AM-12PM):  Participants will use concepts and skills learned from training sessions 1-3 to deepen their understanding of race as it relates to the homelessness response system. Participants will begin to craft actionable strategies for advancing racial equity through conversation, planning, and redesign.

    This training is free for TPCH members.  The full training agenda and registration information will be shared within the next few weeks.  We hope you are able to participate in this important and timely professional development opportunity.

    TPCH GENERAL COUNCIL MEETINGS AUGUST 13, 2020

    The annual election for TPCH Continuum of Care Board and Committee members is now open. 

    The TPCH General Council will hold its annual meeting this Thursday, August 13.  This meeting will include an update on the status of homelessness in the region and other important community updates.

    TPCH BOARD AND COMMITTEE ELECTIONS CLOSE AUGUST 18

    The annual election for TPCH Continuum of Care Board and Committee members is now open.

    City of Tucson Partners with YWCA and CFSA to Launch Small Business and Nonprofit Grant Opportunity

    Small Business and Nonprofit Continuity Grant Opportunity

    As part of the City of Tucson’s CARES Act funds, the Mayor and Tucson City Council approved $2.5 million for small businesses and nonprofits. Under the We Are One | Somos Uno Resiliency Fund, the grant program will distribute $2 million to small businesses and $500,000 to nonprofits. In partnership with the YWCA of Southern Arizona (YWCA) and the Community Foundation for Southern Arizona (CFSA), the grant program is now accepting applications.

    The YWCA’s Women’s Business Center will administer the small business continuity grants, up to $10,000. Applications are available in English and Spanish, and grants will be awarded within 10 business days of submission. Nonprofit continuity grants, up to $20,000, will be administered through the CFSA.

    Nonprofits in the City of Tucson and the City of South Tucson are eligible to apply. Follow the links below for more information.

    2-1-1 Arizona Restores 24-Hour Live Help Line

    State funding allows 2-1-1 Arizona to resume 24-hour live information and referral services in English and Spanish. 

    The statewide 2-1-1 Arizona Information and Referral Service program is now operating 24 hours per day, seven days per week and every day of the year. Live operator service is available at all times in both English and Spanish.

    2-1-1 Arizona operators will help individuals and families find resources that are available to them locally, throughout the state, and provide connections to critical services that can improve – and save – lives, including:

    • Supplemental food and nutrition programs
    • Shelter and housing options
    • Utilities assistance
    • Emergency information and disaster relief
    • Employment and education opportunities
    • Services for veterans
    • Health care, vaccination and health epidemic information
    • Addiction prevention and rehabilitation programs
    • Re-entry help for ex-offenders
    • Support groups for individuals with mental illnesses or special needs
    • A safe, confidential path out of physical and/or emotional domestic violence

    VOTING INSTRUCTIONS

    Voting will occur online.  Cast your vote here.

    Only one ballot may be cast for each TPCH voting member identified in the membership roster.  Multiple votes from the same agency will not be accepted.

    Ballots may not include votes for more candidates than are eligible for election on any voting body. The ballot indicates the total number of votes that can be cast for each voting body.

    No individual may serve on more than two elected bodies of the Continuum of Care (CoC Board + 1 Committee, or 2 Committees).

    No agency may have more than two representatives seated on any elected body. If an agency has two elected representatives, each representative will have one vote on all actions taken by the elected body.

    All ballots must be cast online no later than 11:59pm on Tuesday, August 18.

    University of Arizona Southwest Institute for Research on Women Releases Forecasting and Policy Recommendations Related to Homelessness during the COVID-19 Health Pandemic and Beyond

     

    The University of Arizona’s Southwest Institute for Research on Women (SIROW), has released a new report which forecasts the likely impact of the COVID-19 pandemic for people experiencing homelessness across Arizona. This comprehensive model examines the association of unemployment, poverty, median rent, homeownership rate, and the rental vacancy rate with state-wide year-to-year change with homelessness. SIROW’s forecast also includes the average unemployment rate for the years 2008-2018; this information test whether stable state level factors contribute to differences in overall trajectories of change.

     

    Conservative estimates predict homelessness in Arizona may increase by at least 29%. Though projected numbers may seem overwhelming, there are steps that agencies and our state and local leaders can take to help mitigate future challenges.     TPCH – Apply to Lead

    Thank you for your interest in serving on the TPCH Continuum of Care Board and/or Committees.  The application period for Fiscal Year 2020-2021 has ended.

    Board and committee members will be announced in August 2020. Learn more about our CoC Board and Committees below.

    Continuum of Care Board

    The CoC Board serves as the primary decision-making body for TPCH.  The CoC Board acts on behalf of the TPCH General Council in setting policy and governing oversight for our coalition. Board Members are expected to participate in monthly CoC Board Meetings and to contribute time and effort to CoC activities throughout the year. Each Board Member is expected to represent the CoC Board in at least one CoC Committee, Subcommittee, or Coalition.

    Seven CoC Board seats are currently open for election. Based on current Board composition, we especially encourage people of color, LGBTQ+ people, persons with lived experience of homelessness, and persons with expertise in disability services, criminal justice, legal services, affordable housing, and healthcare to apply, as well as representatives from local philanthropic, business, property management, and faith communities.

    Board members are expected to abide by the CoC Board Member Job Description, TPCH Code of Conduct, and TPCH Conflict of Interest Policy

     

    Continuum of Care Committees

    TPCH committees conduct research and provide expertise to advance the mission of the Tucson/Pima County Continuum of Care and support the CoC Board.  Committee Members are expected to participate in regular committee meetings and to contribute time and effort to CoC activities throughout the year. Committee members are elected by the TPCH General Council and appointed by the CoC Board.

    The City of Tucson has released a COVID-19 related Request for Letters of Interest from agencies currently contracting with the City of Tucson to provide supportive services to homeless persons.

    Background

    The City of Tucson is releasing this Request for Letters of Interest from eligible non-profits with capacity and experience operating eviction prevention programs.   Agencies must have the ability to guarantee payments to landlords and provide payments to landlords in a timely manner.  The City may issue a separate request for interest for the administration of mortgage assistance at a later date. This solicitation is solely for the purpose of providing rental and/or utility assistance.

    Due Date & Submission

    Interested agencies must submit the LOI documents to the City of Tucson by 12:00 pm, July 20, 2020 to  Jodie.Barnes@tucsonaz.gov.  Agencies responding to the RFI should provide a document on the agency’s letterhead responding to the questions and instructions provided in the Request for Letters of Interest.

    Honoring Our Mission – TPCH’s Commitment to Racial Equity

    At TPCH, our mission is to end homelessness and address the issues related to homelessness in our community.  That mission has never been more crucial than right now – a time when racial injustice and systemic exclusion perpetuates abuse and retaliation against Black people demanding justice, a time when an unprecedented pandemic is sweeping the country and most severely impacting and threatening the lives of Black and Brown communities.

    Like you, we are horrified by the senseless deaths of George Floyd, Breonna Taylor, and Ahmaud Arbury.  We are saddened by the knowledge that these are just a few of the countless Black Americans who have been oppressed, victimized, and killed due to systemic racism throughout our nation.  We are cognizant that a culture of systemic oppression results in health and education disparity, employment and housing discrimination, incarceration, poverty, and the silencing of Black voices.  It is not lost on us that these are the very issues related to homelessness that we commit to address.

    Our mission demands that we stand unequivocally with the Black community, our Black colleagues, and our Black neighbors experiencing homelessness and housing insecurity.  Our response must be thorough and go beyond providing housing and services to those who seek them.  Together, we must challenge the system of oppression and racism that threatens the lives of Black people.  We must listen to, honor, and take the lead from people with lived experience of these injustices.

    TPCH stands with our neighbors and allies seeking immediate reform.  As part of a commitment to combating racism, we are:

    • Centering Black voices during this pivotal moment while also committing to the work to address racial injustice as it exists in all forms and affects Latinx, Native American, and others in our region.

     

    • Formally launching the TPCH Diversity, Equity, and Inclusion Committee.  The committee will lead TPCH’s efforts to address and improve racial equity within the local homelessness response system.  In honor of the June 19 Juneteenth holiday and the continued work for liberation of Black Americans, the committee’s first meeting will be held on Monday, June 22 at 1pm.  Thank you to those of you who have already signed up to participate.  If you would like to join this important work, please email tpch@tucsonaz.gov.

     

    • Partnering with C4 Innovations’ Supporting Partnerships for Anti-Racist Communities initiative to conduct in-depth analysis of TPCH policies and practices, provide a five-part training series for TPCH members and community partners, provide specialized training for members’ executive leadership, and support a cohort-based community of practice for organizations that are ready to take the next step to transforming organizational policy and practice to improve racial equity.  C4 Innovations has been a leader in supporting communities across the country as they work to identify and address racial disparity within their homelessness response systems.  This initiative will launch later this summer and details will be shared through the TPCH email list.

     

    • Accelerating our work to address racial equity in youth homelessness response through participation in the A Way Home America Grand Challenge scheduled to begin in October 2020.

     

    • Calling on white leaders to cede power to Black and Brown communities and to use their positions to of authority to advance the goals of those communities.

     

    • Using our social media, website, newsletter, community presentations, and other communications as platforms for improving racial equity within the homelessness response system and centering Black and Brown voices in our strategies and solutions to ending homelessness.

     

    • Increasing diversity and expanding Black and Brown leadership within the Continuum of Care including the TPCH Board and Committees.

    Real change takes deep reflection, open communication, hard work, and sustained commitment.  It happens one crucial conversation at a time.  We are committed to making our current efforts the beginning of an ongoing and necessary conversation about race, justice, and equity.  It is our hope that you will partner with us in these efforts and hold us accountable to building a stronger and more equitable system.

    TPCH Seeks Applications for Youth Homelessness Demonstration Project Funds

    TPCH was selected as one of 23 Continuums of Care to participate in Round 3 of the United States Department of Housing & Urban Development (HUD) Youth Homelessness Demonstration Project.  Through the demonstration project, HUD has allocated approximately $4.5M over two years to support community planning, housing, and services for youth experiencing and at-risk of homelessness in Tucson and throughout Pima County.

    Since October 2019, the TPCH Youth Action Committee and Homeless Youth Subcommittee have collaborated with HUD staff, technical assistance providers, and local education, employment, health, behavioral health, and legal service partners to develop the Tucson/Pima County Coordinated Community Plan to Prevent and End Youth Homelessness.

    The Coordinated Community Plan includes $4,108,265 in project funding to support critical housing and supportive services for youth.  Available funding will support two years of project operations in seven project areas:

    • Peer Outreach, Engagement and Advocacy ($156,000)
    • Navigation and Case Management ($250,000)
    • Diversion Services ($422,671)
    • Education and Employment Services ($125,000)
    • Crisis Transitional Housing – Site Based ($720,000)
    • Rapid Rehousing ($1,930,000)
    • Permanent Supportive Housing ($504,000)

    Organizations interested in applying for Youth Homelessness Demonstration Project funds should begin by carefully reviewing the Coordinated Community Plan and Request for Proposals posted at www.tpch.net/youth.

    Webinar: Opioids and Medication Assisted Treatment 101

    Join TPCH and Community Medical Services for an educational 90-minute online training this Thursday, April 16th. This webinar will provide information about available resources and ways housing and shelter providers can establish partnerships for service delivery in new and existing shelter environments.

    During this training, participants will:

    • Increase understanding of Opioid Use Disorder and the Opioid Epidemic
    • Learn more about Medication Assisted Treatment (MAT) and the approved FDA medications and modalities
    • Gain information and local contacts to support program participants in need of or enrolled in MAT services.

    Who Should Attend: This training is open to all TPCH members and community partners. Outreach, shelter, supportive housing, and social service providers are encouraged to attend.
