    The TPCH 2022 Continuum of Care Election Process Has Concluded 

    Newly seated members will begin terms July 1, 2022

    Through participation from more than twenty-five Tucson Pima Collaboration to End Homelessness General Council members, members of the CoC governing board and five committees are now seated. TPCH welcomes the perspectives and expertise of our new board and committee members in our mission to prevent and end homelessness in Tucson and Pima County.

    Continuum of Care Board

    The CoC Board serves as the primary decision-making body for TPCH.  The CoC Board acts on behalf of the TPCH General Council in setting policy and governing oversight for our coalition. Board Members participate in monthly CoC Board Meetings and to contribute time and effort to CoC activities throughout the year. Board members are elected by the TPCH General Council.

Based on current Board composition, we especially encourage people of color, LGBTQ+ people, persons with lived experience of homelessness, and persons with expertise in disability services, criminal justice, legal services, affordable housing, and healthcare to apply, as well as representatives from local philanthropic, business, property management, and faith communities.

    TPCH Welcomes Karen Fogas to Continuum of Care Leadership Team

    Join TPCH and the City of Tucson in Welcoming Karen Fogas to the TPCH Continuum of Care Lead Agency Team

    The TPCH Continuum of Care Board and City of Tucson Housing and Community Development Department are excited to announce the hire of Karen Fogas to fill the role of Continuum of Care Project Supervisor.  In her new role, Karen will lead the City of Tucson’s Continuum of Care Lead Agency team responsible for administering the Continuum of Care in partnership with the TPCH Continuum of Care Board.  Karen’s first day with the City of Tucson will be November 1, 2021.

    Get to Know Karen

    Increasing affordable housing, helping children who live in poverty and preserving the environment for future generations are career passions for Karen Fogas.  Over the course of her career, Karen has developed housing for people with disabilities for Volunteers of America, Housing Services and affordable housing for elderly through the Evangelical Lutheran Good Samaritan Society.

    As Chief Program Officer for Volunteers of America, Dakotas, she oversaw Headstart programs, drop-in and adjudication programs, transitional living programs for teens exiting Department of Corrections and foster care, and work programs for people with disabilities.

    As a Chief Executive Officer of the Boys and Girls Club of the Sioux Empire, Karen developed and oversaw high quality childcare, Headstart and drop in programs for 1,200 children daily.

    As the Executive Director for the Tucson Audubon Society, she oversaw efforts to restore, protect and preserve habitat for Southern Arizona’s rich bird species.

    Most recently, as the Chief Operations Officer at Compass Affordable Housing, Karen helped to oversee the organization’s Continuum of Care Programs programs and Eviction Prevention efforts.

    ELIGIBILITY: TPCH organizational members providing housing and/or services for people at risk of or experiencing homelessness in Pima County, Arizona

    BACKGROUND: Services, programs, and policies can systematically discriminate against people with diverse racial, ethnic, and gender identities. When people experience homelessness, trauma, substance use, and mental health challenges, their housing stability is further undermined by racism, discrimination, and stigma.  Equity is a strategy to address those disparities and achieve truly fair access, opportunity, and outcomes for all.

    TPCH is committed to advancing racial equity within the Continuum of Care and recognizes that the greatest opportunity to do so is by supporting TPCH member agencies in their work to provide housing and services for people experiencing and at risk of homelessness through a lens of race equity and social justice.  Over the past six months, TPCH has worked closely with a national consulting firm, C4 Innovations, to provide training, governance and policy support, and other tools to advance racial equity within our community’s efforts to prevent and end homelessness.

    CURRENT OPPORTUNITY: TPCH has contracted with C4 Innovations to provide nationally recognized race equity coaching and technical assistance for TPCH member agencies.  Participating member agencies will participate in a monthly learning community and receive three individual coaching and consulting sessions with C4 Innovations’ expert coaches.

    Organizational Assessment
    : Upon selection, participating agencies will complete an organizational assessment to identify technical assistance and coaching needs, race equity goals and objectives, and challenges that the organization would like to address through participation in the mini learning community and organizational coaching.

    Mini Learning Communities
    : TPCH will host two mini learning communities.  Each learning community will include four member agencies and include 6 hours of small group coaching provided monthly over four months (1.5 hours/month).  Learning community sessions provide an opportunity for member agencies to share and learn from each other with the support and guidance of their C4 Innovations coach.  Agencies will be asked to complete organizational review, planning, and other work between sessions to identify opportunities for improvement and develop race equity strategies within their organizations.

    Organizational Technical Assistance/Coaching
    : Each participating agency will receive three individual coaching/technical assistance sessions with their C4 Innovations coach. These sessions provide an opportunity for deeper consulting and guidance at the organizational level and can be used to develop, refine, and address challenges related to race equity efforts at the organization.

    PARTICIPATION OBJECTIVES: 
    By participating in this opportunity, selected agencies can expect to:

    • Increase organizational and staff capacity to understand and respond to racial inequities in homelessness
    • Develop organizational race equity strategies/objectives and performance measures
    • Learn about and implement effective tools and approaches to operationalize race equity within the organization

    TIMELINE: This timeline is tentative and subject to change.

    February 3, 2021: Proposals due to tpch@tucsonaz.gov by 1pm Arizona time

    February 10, 2021: Selected agencies announced

    Late February 2021: Organizational assessment completed

    March 15, 2021: Cost sharing contribution due.

    March – June 2021: Learning community sessions (monthly) and organizational technical assistance/coaching meetings occur

    July 15, 2021: Final report due to tpch@tucsonaz.gov.

  • TPCH – 2019 Gaps Analysis

    Between 2018 and 2019, TPCH partnered with the Corporation for Supportive Housing to conduct a community gaps analysis related to supportive housing.  This analysis found that approximately 2,000 additional supportive housing beds are needed to meet the projected ten-year need in Pima County.

    The City of Tucson has released a COVID-19 related Request for Letters of Interest from agencies currently contracting with the City of Tucson to provide supportive services to homeless persons.

    Background

    The City of Tucson is releasing this Request for Letters of Interest from eligible non-profits with capacity and experience operating eviction prevention programs.   Agencies must have the ability to guarantee payments to landlords and provide payments to landlords in a timely manner.  The City may issue a separate request for interest for the administration of mortgage assistance at a later date. This solicitation is solely for the purpose of providing rental and/or utility assistance.

    Due Date & Submission

    Interested agencies must submit the LOI documents to the City of Tucson by 12:00 pm, July 20, 2020 to  Jodie.Barnes@tucsonaz.gov.  Agencies responding to the RFI should provide a document on the agency’s letterhead responding to the questions and instructions provided in the Request for Letters of Interest.

    The City of Tucson has released a COVID-19 related Request for Letters of Interest from agencies currently contracting with the City of Tucson to provide supportive services to homeless persons.

    Background

    The City of Tucson has planned with the community to respond to the COVID-19 virus by supporting  and funding efforts to provide housing and services to homeless persons.  As the federal Stimulus package is being put in place, the City of Tucson expects to receive CDBG and ESG funds.  The usual ESG 100% match will not be required, but it is expected that other federal requirements will be followed. The total amount of funding that is available is unknown.  Expectations may evolve as the COVID-19 situation changes; agencies will be expected to work closely with community teams and adjust where needed.  Agencies that currently receive ESG, CDBG, General Funds or Continuum of Care funding through the City of Tucson are eligible to apply for funding to provide the elements listed below.

    Due Date & Submission

    LGBTQ+ 101 Training for Housing & Service Providers

    Wednesday, July 17, 2019 – 1pm – 3pm

    Join TPCH and Southern Arizona AIDS Foundation for a free training in Best Practices for Working with LGBTQ People Experiencing Homelessness. Participants will:

    • learn to identify common terms and definitions related to LGBTQ identities
    • explore how stigma and discrimination impact health and outcomes for LGBTQ people
    • build capacity to provide inclusive, affirming services for LGBTQ communities

    Save the Date: Federal Grant Compliance Training – September 10-11, 2019

    TPCH partnering with City of Tucson and Pima County to bring nationally-recognized Federal Grant Compliance Training to Tucson.

    TPCH to host federal grants compliance training facilitated by national experts from Thompson Grants. This two-day training, spanning the entire grants lifecycle, will help your team learn how to successfully manage federal grants in compliance with 2 CFR 200 Uniform Guidance.  Participants will benefit from clear instruction on the most complex and potentially confusing guidance and regulations issued by the Office of Management and Budget (OMB), Government Accountability Office (GAO), Treasury and all federal grant-making agencies, so you can take the steps needed to stay in compliance with the complicated, detailed rules that govern federal funding.

    This training is intended for finance, grant and contract management, and senior program staff with responsibility for federal grant oversight.  Discounted seats will be reserved for Continuum of Care recipients and Emergency Solutions Grant subrecipients.  Space is limited so watch for further details and sign up fast.

    Out of Reach – The Affordable Housing Gap

    National Low Income Housing Coalition releases 30th anniversary edition of report on affordable housing shortfalls in the United States

    The recently released report illustrates that rental housing continues to be out of reach for millions of low-wage workers and other extremely low-income renters. On average, a full-time worker in the U.S. mustearn $22.96 per hour to afford a modest two-bedroom apartment at thefair market rent and $18.65 for a modest one-bedroom apartment. In nine states and the District of Columbia, full-time workers need toearn more than $25.00 per hour for a modest two-bedroom apartment.
